CPI 12-month average change: TÜİK
How it is calculated
Under Article 344 of the Turkish Code of Obligations, the increase on renewal of a home or roofed business rental may not exceed the 12-month average CPI change of the previous rental year. The 25% cap on homes ended on 1 July 2024 with nothing replacing it. After five years of tenancy, a judge can reset the rent to market levels.
Yeni kira ≤ Mevcut kira × (1 + TÜFE 12 aylık ortalama değişim)The “change on 12-month averages” TÜİK announced for the month before the renewal month is used. The latest announced rate is 31.49%.Example
A ₺25,000 rent renewed in October 2026 can rise to at most ₺32,872.50 at the September 2026 rate of 31.49%, ₺7,872.50 a month more.
Frequently asked questions
Which month’s rate applies?
In practice, the 12-month average CPI change announced for the month before the renewal month. A lease renewed in October uses the September rate.
Does the 25% cap still apply?
No. The 25% cap for homes ended with the last extension, which covered 2 July 2023 to 1 July 2024; today the only legal cap is the 12-month average CPI change.
What if the contract sets a lower rate?
If the contract rate is below the legal cap, it applies. Anything above the cap is void for the excess.
