How it is calculated

The CBRT announces indicative exchange rates each business day and keeps every bulletin in its archive, which starts on 16 April 1996. Which day’s rate and which rate type applies to accounting, tax or customs depends on the rule in question: for example, under Tax Procedure Law art. 280 foreign currency is valued at the exchange quotation or, without one, at the rate the Ministry of Finance sets. Banks quote their own rates.

FormulaTRY value = Amount × Rate ÷ Unit (before 2005: ÷ 1,000,000)The rate is the one in the CBRT bulletin for the chosen day; some currencies, such as the yen, are quoted per 100 units. Bulletins before 1 January 2005 are in old lira.
  1. The CBRT bulletin of the chosen day is looked up; when there is none (weekend, public holiday), the previous business day’s bulletin is used and the result says so.
  2. The rate is divided by its unit count to get the lira per one unit of currency, then multiplied by the amount.
  3. Before 2005 the rates are in old lira; Law 5083 set 1,000,000 old lira = 1 new lira (today’s 1 TL), which converts them.
  4. The last rows show the same rate in the latest CBRT bulletin and the percentage change since the chosen date.

Example

The 31.12.2004 bulletin gives 1,336,300 old lira as the forex buying rate for one US dollar; in today’s lira that is 1,336,300 ÷ 1,000,000 = 1.3363. 100 dollars come to 133.63 lira.

Frequently asked questions

Which rate applies on a weekend or holiday?

The CBRT publishes no bulletin on weekends and public holidays; the last business day’s rates stay in force. The tool then uses the previous bulletin and says which date it used.

Why are pre-2005 rates in millions?

Law 5083 made 1,000,000 Turkish lira one New Turkish lira on 1 January 2005, and the word “New” was dropped on 1 January 2009 (1 YTL = 1 TL). So the dollar at 1.34 million lira at the end of 2004 is 1.34 lira in today’s money. The tool shows both.

Is the indicative rate a single middle rate?

No. For each currency the CBRT announces separate forex buying, forex selling, banknote buying and banknote selling rates, not a single middle rate. Banknote rates are for cash and are missing for some currencies.

Can I find Deutsche mark or French franc rates?

Yes. The legacy euro-area currencies and others the CBRT no longer lists are in the list for the dates they were published; if the chosen bulletin lacks one, the tool says so.
