Class Promotion Calculator (Türkiye)
Enter your failed courses, year-end success score and absences to see, article by article, whether a Turkish high-school student moves up directly, moves up carrying courses or repeats the year, and whether a middle-school case goes to the class teachers’ board.
Conditions (Secondary Schools Regulation)
How it is calculated
In high school, moving up is governed by arts. 57–59 of the Secondary Schools Regulation. The amendment of 8 September 2023 (Official Gazette 32303) limited direct promotion on the year-end success score to at most 1 failed course; before, a score of 50 or more was enough whatever the number of failed courses. It also made a score of at least 50 a condition for carrying courses over. Under transitional art. 12 the new rule started with the prep and year-9 classes of 2023-2024 and moved up year by year; students then in years 10–12 kept the old rule to graduation, and anyone repeating a year took the rule of the year repeated. As the 2023-2024 year-9 class reaches year 12 in 2026-2027, the phase-in now covers every class. Absence limits are in art. 36(5): normally 10 unexcused and 30 total days; since the amendment of 22 February 2025 (Official Gazette 32821), 40 total days after losing a first-degree relative, 60 for recorded long-term or inpatient treatment, care orders and detention (still at most 10 unexcused), and 20 unexcused and 70 total for inclusion and special-education vocational students. Failing follows art. 36(5)(a), which says “exceeding”, so absence equal to a limit does not by itself fail; but under art. 36(5)(b) a student who reaches the limits (inclusion and special-education vocational students aside) may not attend lessons or sit exams for the rest of the school year and gets no teşekkür, takdir, onur or üstün başarı certificate. In middle school, art. 31(2) of the Pre-school and Primary Schools Regulation has no automatic repeat: with low grades or 20 or more unexcused days, the class teachers’ board decides in the last week of the second term (“or more” was added on 28 July 2026, Official Gazette 33323).
High school: absence limit exceeded → repeat; no failed course → direct; ≤ 1 failed and score ≥ 50 → direct; score ≥ 50, ≤ 3 failed and ≤ 6 with earlier years → carry-over; otherwise repeat · Middle school: Turkish < 70, another course < 50 or ≥ 20 unexcused days → board decides; otherwise moves upFailed course: in high school, one whose two-term mean is under 50 and second-term grade under 70 (art. 56). Year-end success score: the mean of every course’s year grade weighted by weekly hours (art. 55). Earlier carried-over course: one from a past year not yet cleared; those caused by a transfer do not count. Total absence: excused plus unexcused days, half days counting as half (art. 36(2)(b)).- In high school, absences come first: over 10 unexcused or 30 total days fails the student whatever the grades, and the year is repeated (art. 36(5)(a), 59(1)(a)).
- A student who passed every course moves up directly (art. 57(1)(a)). So does one with at most 1 failed course and a year-end success score of at least 50; that course counts as passed (art. 57(1)(b)).
- Otherwise, with a score of at least 50, the student moves up carrying at most 3 courses failed this year; but more than 6 failed courses including earlier years means repeating (art. 58(1)).
- A student who meets none of these repeats the year (art. 59(1)(a)).
- In middle school, a Turkish year grade under 70, another year grade under 50 or 20 or more unexcused days sends the decision to the class teachers’ board (art. 31(2)(b)); inclusion and special-class students are not held back for low grades (art. 31(3)).
Example
High school, 2 failed courses, year-end success score 61.25, no earlier carry-overs, 4 unexcused and 6 excused days: 10 days in all is within the limit; 2 failed courses is too many to move up directly, but the score is over 50 and no more than 3 courses failed → moves up carrying 2 courses. With a score of 48 the same student would repeat the year.
Frequently asked questions
How many failed courses mean repeating a year in high school?
More than 3 courses failed this year, more than 6 failed in all including earlier years, or any failed course together with a year-end success score under 50 means repeating (art. 58(1), 59(1)(a)). A student with no failed course moves up whatever the score.
I failed one course. Do I carry it over?
If your year-end success score is at least 50, no: you move up directly and the course counts as passed (art. 57(1)(b)), unless the Ministry excludes that course from this route, in which case you carry it (art. 57(2)). With a score under 50, carrying over is not possible either, and you repeat the year.
How is a carried-over course cleared?
By scoring at least 50 in the carry-over exam held during the school year (art. 58(4)). The course’s year grade then becomes the mean of the old year grade and the exam score (art. 53(1)(d)).
What is the high-school absence limit?
A student over 10 unexcused days, or over 30 excused and unexcused days in all, fails whatever the grades (art. 36(5)(a)). The total limit is 40 days after losing a first-degree relative and 60 for recorded long-term or inpatient treatment, care orders and detention; inclusion and special-education vocational students have 20 unexcused and 70 total days (art. 36(5)(b)). Authorised competition and activity days do not count (art. 36(3)); five late arrivals count as half a day (art. 35(1)).
How many times can a high-school year be repeated?
At most once in secondary school, the prep year aside. A student who would repeat a second time leaves the school at year end and, taking the family’s wishes into account, is enrolled in a vocational training centre or an open (distance) high school (art. 59(1)(a)).
What if I fail a course in year 12?
In the final year the question is graduating, not moving up. A student who cannot graduate because of failed courses and still has the right to repeat may repeat whatever the number of failed courses; one who does not want to may sit carry-over exams for one more school year if they repeated before, two if not (art. 59(1)(b)). A final-year student left with one failed course after the carry-over exams gets another exam the following week (art. 58(6)). This calculator covers years 9–11.
Does failing a course in middle school mean repeating?
Not automatically. When the Turkish year grade is under 70, another year grade under 50, or unexcused absence 20 days or more, the class teachers’ board decides in the last week of the second term, with reasons and weighing the student’s interest and ability (art. 31(2)(a)–(b)). A student moved up by the board keeps the same grades (art. 31(2)(c)) and, with 20 or more unexcused days, gets no teşekkür or takdir certificate (art. 53(4)).
