Fees Law tariff (4): GİB / Resmî Gazete (Harçlar Kanunu Genel Tebliği)
Land Registry fee tariff: Tapu ve Kadastro Genel Müdürlüğü
How it is calculated
The law puts the fee on both the buyer and the seller separately (tariff (4) I/20-a: “for the transferor and the transferee separately”). Declaring less than the real price leads to the missing fee plus a penalty equal to it (Fees Law art. 63). Rates change by law or presidential decision. The minimum fee is raised every January by the rate set in that year’s presidential decision and announced in a Fees Law general communiqué, which can differ from the revaluation rate (for 2026 the revaluation rate was 25.49% but the increase was 18.95% under Presidential Decision No. 10783; Communiqué No. 98, art. 3). The TKGM base amount is raised every January by the revaluation rate. With several independent units the registry fee is charged per unit; this calculator is for a single property. The tariff says fractions in the coefficient × base amount product are rounded but not to what unit; as it does not say, we round to the whole lira (this only matters, by ₺0.50, for the 1.5 and 2.5 coefficients).
Fee = max(Declared price, Property-tax value) × 20‰ (buyer and seller each); Registry fee = Local coefficient × ₺2,227.00On a sale the fee is 20‰ each for the seller and the buyer (Fees Law tariff (4) I/20-a). The base is the declared price, but not less than the property-tax value (art. 63); fractions under ₺10 are dropped. A mortgage costs 4.55‰ of the debt secured (I/7-a), half between merchants; a mortgage under housing finance is exempt (art. 59/o). Any fee is at least ₺411.60. The registry service fee is the TKGM tariff’s base amount (₺2,227.00) times the office’s local coefficient, VAT included; a sale and a mortgage in one application count as two transactions. Where a foreigner is a party to a transfer, ₺20,868.00 is added per property.- Take the greater of the declared price and the property-tax value.
- Multiply it by 20‰: that is the buyer’s fee; the seller pays the same.
- On a loan, add the mortgage fee (exempt for a home loan).
- Multiply the office’s local coefficient by the base amount and add the registry fee.
Example
At the 2026 tariffs, for a flat in Kadıköy, Istanbul, sold for ₺5,000,000 with a lower property-tax value, the buyer pays ₺100,000 and the seller ₺100,000. Kadıköy’s coefficient is 3, so the registry fee is 3 × 2,227 = ₺6,681; ₺206,681 in all.
Frequently asked questions
What is the title deed fee rate?
20‰ from the buyer and 20‰ from the seller: 40‰, or 4% of the price, in all. The rate is the same for homes, shops and land. As of 28.10.2026 no reduced rate is in force: the temporary 15‰ rates of Decisions 2017/9973 and 2018/11674, listed in the footnotes to I/20-a (notes 91–93) of the consolidated law, have expired.
What if the property-tax value is above the price?
The fee is charged on the property-tax value; the base cannot be lower (Fees Law art. 63 and tariff (4) I/20-a).
Is there a mortgage fee on a home loan?
A mortgage the bank sets up under housing finance is exempt (art. 59/o). Because the sale and the mortgage are one application, the registry fee is charged for two transactions. Other mortgages cost 4.55‰ of the debt.
What is the registry service fee and who pays it?
It is the registry’s charge for the transaction, separate from the fee. Under the TKGM tariff it is collected from whoever applies; it depends on the office’s local coefficient and includes VAT.
Is anything different for a foreign buyer?
The fee rate is the same. Under the TKGM tariff, ₺20,868.00 per property or unit is added to the registry fee when a foreigner is a party to a transfer.
