How it is calculated
The tax base is not the market value but the tax value the municipality works out from land unit values and building costs. Unit values are reassessed every four years; 2026 is the first year of a new assessment, and Law 7566 caps the 2026 value at three times the 2025 value. In later years the value rises each year by the revaluation rate. The tax is paid to the municipality in two instalments: March to May, and November.
Emlak vergisi = Vergi değeri × Hisse × Oran (binde)Rates per mille: homes 1, business and other buildings 2, building plots 3, farmland 1. In metropolitan provinces they are multiplied by 2. Fractions below 1,000 lira of the value and below 1 lira of the tax are dropped.Example
A home in Istanbul with a ₺3,000,000 tax value pays 2 per mille: ₺6,000 a year, ₺3,000 per instalment.
