How it is calculated

When a general, sectoral or regional crisis, an epidemic or force majeure temporarily cuts working hours sharply or stops work, and İŞKUR approves the employer’s application, workers get a short-time work allowance from the Unemployment Insurance Fund (Law 4447, additional Art. 2). Short-time work lasts at most 3 months; the President may extend it to 6. The allowance is paid straight to the worker on the 5th of each month, and the Fund pays the insurance premiums for that time.

FormulaAylık ödenek = min(Ortalama aylık brüt × %60, Brüt asgari ücret × %150) × Çalışılmayan saat ÷ Normal haftalık saat; Net = Ödenek − Damga vergisiThe daily allowance is 60% of the average daily gross earnings in the premium base of the last 12 months, at most 150% of the gross monthly minimum wage for 30 days; the minimum wage is ₺33,030.00 since 1 Jan 2026. It covers only the time not worked: the whole month when work stops completely, otherwise the share of weekly hours lost. Only stamp duty at 7.59 per mille is deducted.
  1. Find the daily average of the last 12 months’ premium base and multiply it by 60%.
  2. If that is above the daily cap (gross minimum wage × 150% ÷ 30), take the cap.
  3. Multiply the daily allowance by 30 and by the share of normal weekly hours not worked: the monthly gross.
  4. Deduct stamp duty and multiply by the months of short-time work.

Example

A worker averaging ₺45,000 gross over 12 months earns ₺1,500 a day, so the daily allowance at 60% is ₺900. If work stops completely the monthly gross is ₺27,000; after ₺204.93 stamp duty ₺26,795.07 net is paid, ₺80,385.21 over 3 months. If only half of the 45 weekly hours are lost the allowance is ₺13,500 gross a month, and the employer pays for the hours worked.

Frequently asked questions

How much is the allowance?

60% of the average daily gross over the last 12 months. For a full month it is at most 150% of the gross minimum wage (₺33,030.00); there is no floor. When hours are only cut, it is in proportion to the hours not worked. The cap is tied to the minimum wage, so it rises when the minimum wage does, usually in January.

Who qualifies?

The worker must have been under contract for the last 120 days before short-time work and have at least 450 days of unemployment premiums in the last 3 years. Weekly hours must be cut by at least 1/3, or work stopped wholly or partly for at least 4 weeks, and İŞKUR must approve the employer’s application.

Does it reduce later unemployment benefit?

Yes. If your contract ends within 3 years of the start of short-time work, the time you drew the allowance comes off your unemployment benefit entitlement.

When does payment start under force majeure?

Under force majeure such as an earthquake, fire or flood, the employer pays half wages for the first 7 days; the allowance starts after that.

What is deducted?

Only stamp duty at 7.59 per mille. No income tax or social security is withheld; the Fund pays the worker’s premiums meanwhile. No more than a tenth of it can be seized, except for maintenance debts.
