How it is calculated
Enforcement costs fall on the debtor, but the creditor advances them when opening the case and may take them back from the first money collected (Enforcement and Bankruptcy Act Art. 59). Fee amounts are in tariff (1) of the Fees Act; fixed fees rise every 1 January. By statute the increase is that year’s revaluation rate (Fees Act repeated Art. 138(2)), but the President may set a different one (Art. 138(4)) and in recent years a Presidential Decision has set it: for 2026 the revaluation rate was 25.49%, yet fixed fees rose by 18.95% under Presidential Decision 10783 (Fees Act General Communiqué No. 98, Art. 3). The new amounts are announced in a Fees Act General Communiqué in the Official Gazette at the end of December. PTT notice fees are taken from the price list on PTT’s website on 28 October 2026, which does not state its start date. The enforcement office may also ask for a cost advance for attachment, travel and extra notices, which varies by office and step.
Opening cost = filing fee + advance fee (non-judgment: claim × 5‰) + power-of-attorney copy fee + notices × fee per notice; collection fee = claim × stage rate − advance feeFiling fee ₺732.00; advance fee 5‰ of the claim (non-judgment and bill-of-exchange proceedings only); lawyer-certified power-of-attorney copy ₺104.00. Collection fee 4.55% of money paid before attachment, 9.10% after attachment and before sale, 11.38% of money from a sale. Prison-building fee 2% of the money collected. A PTT notice (up to 100 g) costs ₺300.00, an e-notification ₺20.00 (VAT included).- The claim is the principal plus accrued interest and other items.
- On opening, the filing fee, the advance fee (non-judgment proceedings), the power-of-attorney copy fee (with a lawyer) and the service costs are paid.
- When money is collected, the collection fee for the stage is due; the advance fee is set off against it (Fees Act Art. 29).
- A 2% prison-building fee is taken from the money collected; it cannot be passed on to the debtor and stays with the creditor (Law 2548 Art. 1).
- The attorney fee follows the Minimum Attorney Fee Tariff: up to ₺56,250.00, ₺9,000.00 (never above the principal), above that the scale slices; three quarters if the debtor pays within the payment period (AAÜT Art. 11).

When do the fees change?

The statutory rule is the revaluation rate (Fees Act repeated Art. 138(2)), but the President may set another: for 2026 the revaluation rate was 25.49%, yet the increase was 18.95% under Presidential Decision 10783 (Fees Act General Communiqué No. 98, Art. 3). The collection-fee percentages are proportional fees in tariff (1); the President may raise them by up to the statutory rate again or cut them to a tenth of it (repeated Art. 138(4)). The 5‰ advance fee (Art. 29) and the 2% prison-building fee (Law 2548 Art. 1) are set in the statute itself and change only by law. The calculator uses the amounts in force on the date given.
