How it is calculated
Value added tax (KDV) is charged on the price of goods and services and shown separately on the invoice. Rates are set by Presidential decisions under Article 28 of VAT Law 3065, with two annexed lists of reduced-rate items; everything not on a list pays the standard rate. Rates can change by decision; this page uses the values currently on record.
KDV hariç → dahil: KDV = Tutar × Oran; KDV dahil → hariç: Hariç = Tutar ÷ (1 + Oran), KDV = Tutar − HariçStandard rate 20%; reduced rates 10% (list II) and 1% (list I). The rate depends on what is sold.Example
Adding 20% VAT to ₺1,000 gives ₺200 of VAT and ₺1,200 in total. For a ₺500 item that includes 10% VAT, the price before VAT is 500 ÷ 1.10 = ₺454.55 and the VAT is ₺45.45.
Frequently asked questions
Which rate applies to what?
20%: Goods and services not on lists I and II: electronics, cars, fuel, professional services, alcoholic drinks and so on. 10%: Meals at restaurants, cafés and similar places (not alcoholic drinks), overnight stays at hotels and guesthouses, medicines, toothbrushes and toothpaste, food subject to SCT (such as colas and fizzy drinks). 1%: Most food (bread, flour, milk, meat, fruit and vegetables; not food subject to SCT or served at restaurants), farm products traded through licensed warehouses, building work for housing cooperatives.
How do I take VAT out of a price?
Divide the price by (1 + rate ÷ 100). A ₺1,200 price with 20% VAT is 1,200 ÷ 1.20 = ₺1,000 before VAT, so the VAT is ₺200. Multiplying the price by the rate (1,200 × 0.20 = 240) gives the wrong answer.
When did VAT become 20%?
Presidential Decision 7346 raised the standard rate from 18% to 20% and the list II rate from 8% to 10% from 10 July 2023; the 1% rate was unchanged.
What VAT applies to a new home?
There is no single rate: depending on the building permit date, the net floor area and whether it is an urban-renewal project, 1%, 10% or 20% applies. Ask the seller or an accountant with the permit details.
Is VAT charged on exports?
No. Exported goods and services supplied to customers abroad are exempt under Article 11 of the VAT Law when its conditions are met, so no VAT is charged on the invoice.
