How it is calculated
Compulsory motor third-party liability insurance is required for every motor vehicle under Road Traffic Law 2918 and pays for the damage the vehicle causes to others. Insurers set the premium freely, but under provisional Art. 11 of the Tariff Regulation it may not exceed a cap for the province, vehicle group and step. The caps rise every month over the previous month’s; the insurance regulator SEDDK sets the rate by circular every month (Circular 2026/30 for November 2026) and may add more for groups such as taxis, minibuses and buses. SBM publishes the table every month. The cover limits are set by period in the tables annexed to the Regulation; they are usually updated at the start of the year (in 2019 they also changed on 1 July). The limits shown apply from 1 Jan 2026.
Maximum premium = step-4 cap (province, vehicle group) × step factor × use × fuel × disability discountSteps 0 to 8: +200%, +135%, +90%, +45%, step 4 is the cap itself, then -5%, -20%, -40% and -50% (minus is a discount). For taxis, minibuses and buses step 7 is -30%. Fully electric vehicles have a 10% lower cap; corporate use carries a surcharge in some groups (cars, vans, motorcycles among them). The calculator returns the SBM table’s amounts exactly.- SBM’s maximum premium table for the month of the policy start date is chosen.
- The step-4 cap for the province and vehicle group is taken; the province difference is already built into it.
- The step’s discount or surcharge, the corporate-use surcharge, and the electric-vehicle and disability discounts are applied.
- The result is rounded to whole lira; it is the most the insurer may charge on the policy.
Example
A privately used petrol car in Istanbul: the month’s table gives the Istanbul car cap at step 4; step 8 applies -50% to it and step 0 applies +200%, and the result is rounded to whole lira. Enter the policy start date to see that month’s amounts.
Frequently asked questions
What is my no-claims step and how does it change?
Your step is on your policy and can be checked on e-Devlet or with SBM. With no payout during the policy you move one step up at renewal. Each property-damage payout moves you one step down, each disability or loss-of-support payout two steps. Step 8 is the best, step 0 the worst.
Can the insurer charge less than this?
Yes. The amount shown is the legal cap (taxes and levies included, per the footnote to Annex 1 of the Regulation); insurers may quote anything below it. Getting several quotes, or using SBM’s quote comparison, may find you a lower premium.
What are the cover limits?
For passenger vehicles such as cars, medical costs and disability-death cover are ₺3,600,000 per person and ₺18,000,000 per accident; property damage ₺400,000 per vehicle and ₺800,000 per accident. Goods vehicles have ₺36,000,000 per accident, motorcycles ₺10,800,000. Minibuses and buses get extra cover by seat count.
What happens if I renew late?
Each 30 days without renewal after the policy ends adds 5% to the next premium, up to 50% in total.
When do the maximum premiums change?
At the start of every month. SEDDK announces the increase over the previous month’s caps by circular and SBM publishes the new table. Enter the policy start date to see that month’s cap.
