How it is calculated

The police vocational training centres (POMEM) admit bachelor’s and associate graduates; admission is run by the Police Academy under the POMEM Entry Regulation. Under art. 16 the entry score used for ranking is 25% of the candidate’s KPSS score, plus 25% of the physical fitness score, plus 50% of the interview score. The KPSS score type and minimum are set each period; the latest announcement (33. Dönem POMEM) asked bachelor’s graduates for at least 60.00 in 2024 veya 2025 KPSS P3 and associate graduates for at least 65.00 in 2024 KPSS P93; the quota was 6,800 men and 1,200 women with a bachelor’s, 1,700 men and 300 women with an associate degree. The physical fitness test needs at least 60 out of 100 (art. 14(2)) and the interview, 20 points for each of five criteria, at least 70 (art. 15(2)). Ties go to the higher KPSS score, then interview, then physical score, then the younger candidate. Graduates are appointed as police officers (polis memuru); POMEM does not lead to assistant inspector. The minimums and quotas are updated when a new announcement is published.

FormulaPOMEM entry score = KPSS score × 25% + physical fitness × 25% + interview × 50%The KPSS score is P3 for bachelor’s and P93 for associate graduates. Physical fitness and the interview are out of 100.
  1. Application: bachelor’s graduates need at least 60.00 in 2024 veya 2025 KPSS P3, associate graduates at least 65.00 in 2024 KPSS P93 (martyrs’ and disabled veterans’ families: 48.00 and 52.00).
  2. Among men and women, up to 10 times the quota are called to the tests by KPSS score (the limit does not apply to spouses and children of martyrs and disabled veterans, art. 7(3)); a physical fitness score of at least 60 goes on to the interview.
  3. An interview score of at least 70 passes.
  4. The entry score is the weighted sum of the three; bachelor’s and associate graduates are ranked separately on men’s, women’s and martyrs’/veterans’ family lists.

Example

KPSS P3 78.5, physical fitness 80, interview 85: 78.5 × 0.25 + 80 × 0.25 + 85 × 0.50 = 19.625 + 20 + 42.5 = 82.125.

Frequently asked questions

What KPSS score does POMEM require?

In the 33. Dönem POMEM announcement, at least 60.00 in P3 for bachelor’s and 65.00 in P93 for associate graduates. That is the condition to apply; men and women are ranked by KPSS and at most 10 times the quota are called, so being called can take more. This limit does not apply to spouses and children of martyrs and disabled veterans (art. 7(3)).

How much does KPSS weigh?

25%. Physical fitness weighs 25% and the interview 50% (Entry Regulation art. 16(1)). The interview carries the highest weight (50%).

Do POMEM graduates become assistant inspectors?

No. Under the announcement, those who complete POMEM training are appointed as police officers. Assistant inspector posts come through separate Police Academy programmes.

Is there an age limit?

Yes. In the 33. Dönem POMEM announcement candidates had to be under 30 on 1 January of the exam year. Age does not change the entry score; it only breaks ties in favour of the younger candidate.
