How it is calculated
Travel pay covers fares, the daily allowance and, when relevant, family and relocation costs; this tool covers domestic temporary duty. Allowances paid by bodies under the Harcırah Law are free of income tax. For private-sector staff, the part of a daily allowance up to what a civil servant at the same pay level gets is tax-free and the rest is taxed as wages. That level is found by comparing the gross wage with civil-service pay worked out from the salary coefficients, so it moves every January and July.
Harcırah = Gündelik × Gün × Pay + Σ min(Gecelik bedel, Gündelik × Çarpan) + Yol masrafıDomestic daily allowances are set each year by the budget law’s schedule (H): in 2026 from ₺850 to ₺925, for civil servants by grade and extra indicator. The full allowance is paid for the first 90 days at the same place for the same task, two thirds after that, and nothing beyond 180 days. Documented lodging is paid up to 1.6 times the allowance for the first 10 nights and 0.5 times after that. A day trip without an overnight stay pays one or two thirds of the allowance, by meal times. Fares are paid on the ticket actually used.Example
A grade 5–15 civil servant (₺850) on a 3-day trip with 2 nights in a ₺2,000 hotel gets ₺2,550 of allowance; lodging is capped at 850 × 1.6 = ₺1,360 a night, so ₺2,720 is paid. ₺5,270 in all, plus fares.
Frequently asked questions
How much is the domestic daily allowance?
In 2026: ₺850 for civil servants of grade 5–15, ₺860 for grade 1–4, and ₺890 for posts with an extra indicator of 8000 or more. The amounts are reset each year by the budget law.
Is the whole hotel bill paid?
No. The documented cost is paid up to 1.6 times the allowance for the first 10 nights and 0.5 times up to night 90. Inspectors and auditors have different rates.
Is there a per-km rate for my own car?
The Harcırah Law has no per-km rate for a private car; fares are paid at the cost of the usual means of transport (bus, train, or plane where justified).
How much of a private-sector allowance is tax-free?
Up to the civil-service allowance matching the employee’s gross wage: between ₺850 and ₺900 a day in 2026. Documented actual travel costs are fully tax-free. Any excess counts as wages and bears income tax and stamp duty.
